Report: NOK 10b to Norwegian hydro aid. Environment, corruption risk overlooked

An evaluation of Norwegian aid to the hydropower sector over a quarter-century concludes that Norway has been a consistent, predictable donor. Tied aid has until recently laid the groundwork for the long-term involvement of Norwegian private and state actors.

But environmental concerns have taken a back seat. According to the report, Norwegian environmental guidelines are outdated and implementation of existing rules has been weak.
